Moyes Sellers & Hendricks Ltd.'s administrative law team has a solid working knowledge and years of experience dealing with all aspects of administrative law. We routinely handle decision and rule making, adjudication, and enforcement of regulatory agendas. Our attorneys regularly represent the environmental, natural resources, and utility interests of our clients before the Arizona Legislature, the Arizona Department of Water Resources, the Arizona Department of Environmental Quality, State Lands, the Water Infrastructure Finance Authority, the Arizona Corporation Commission, the Western Area Power Administration, and the U.S. Bureau of Reclamation.

We represent clients before agencies in Arizona and the western United States on matters such as water, solar, electric power, natural gas, public lands, agricultural and real estate issues involving large agricultural properties, master development projects, independent power producers, mines, municipalities, and public and private utilities. We provide counsel on matters concerning ongoing general stream adjudications, wetlands issues, the 1980 Groundwater Code, Colorado River matters, Arizona surface water rights, the Central Arizona Project, the Endangered Species Act, and Indian water rights settlement negotiations.

Our attorneys have extensive experience in water rights and natural resources law. Steve Wene represents municipal and private party clients in water rights litigation and has successfully argued on such matters before the Supreme Court of Arizona. He has represented numerous land management agencies of the State of Arizona regarding water and land uses and acquisitions.

Steve Wene, Jason Moyes, and Jeff Zimmerman represent cities, towns, and special improvement districts concerning financing of development projects and infrastructure as well as compliance with governing laws. Mr. Wene has assisted our clients in forming numerous districts to address pollutant and water supply issues.
Steve Wene represents several private water utility companies in proceedings at the Arizona Corporation Commission, Arizona Department of Water Resources, and Arizona Department of Environmental Quality. He represents public sector utilities concerning regulatory compliance and legislative matters.

Steve Wene and Jeff Zimmerman have experience with water quality issues, including pollutant releases and treatment. They are also well versed in issues involving site pollution, remediation, permitting, and negotiating with the Arizona Department of Environmental Quality regarding compliance concerns and violations.

Moyes Sellers & Hendricks Ltd. employs a dedicated full-time staff of five legal assistants and two paralegals who have more than 90 years of combined experience. Our legal assistants are certified notaries, cross-trained in several areas of law and office administration. Our staff has experience assisting our attorneys with complex projects, working with clients, filings in multiple courts, document recordation, working with process servers, filing and posting public notices, and working in litigation matters.
